Abstract

This article explores the essence, stages, and consequences of the economic, financial, and taxation policies of the Russian Empire in Turkestan, particularly in the Fergana region. It discusses fiscal strategies, the formation of the taxation system, types of taxes such as land and poll taxes, the growth of state revenue, and the establishment of financial administration and banking institutions. Special attention is given to the economic condition of the local population, tax inequalities, coercive governance, and social pressures resulting from colonial policy. Based on archival sources, the article highlights the link between the empire’s financial interests and its exploitative policies in Turkestan.
